MUMBAI, April 22 (Thomson Reuters Foundation) – In India, a population of 50 million domestic laborers, predominantly comprised of women, is grappling with mounting challenges. The recent burden imposed by the pandemic mandates that chefs, cleaners, and support personnel test negative for the coronavirus and receive vaccination to continue earning their livelihoods.

The nationwide tally of COVID-19 infections has surged past the 15 million mark, second only to the United States. Struggling to contend with the latest viral wave, health facilities have been compelled to impose lockdowns in various regions of India, including New Delhi and the financial hub of Mumbai.

This urban conundrum places an onerous demand on women seeking employment as domestic workers. Their topmost priority is to demonstrate that they pose no risk to their families. Some residential complexes have gone to the extent of establishing testing centers where staff can undergo free testing before entering the premises. Nevertheless, several employers insist that the cost of these tests should be borne by the domestic workers themselves.

Annapurna Das, a domestic worker in Delhi, lamented, “During the pandemic, I lost so many jobs that my monthly income dropped significantly.” In the pre-pandemic era, Das earned approximately 12,000 rupees ($159) each month by tending to the culinary, housekeeping, and laundry needs of four different households. However, her current situation is drastically altered; she now resides and works in only one household, yet her expenses have surged. She further explained, “My employer, who did not pay me a single rupee during last year’s lockdown, now insists on mandatory testing if I wish to resume my work. But how can I afford that without steady employment for a year?”

The cost of the COVID-19 test surpasses 600 rupees ($8) and is becoming increasingly scarce in the repertoire of diagnostic companies, particularly in major cities teetering on the brink of healthcare collapse. Many domestic workers also harbor concerns about the implications of a positive test result, considering the deplorable state of local medical facilities. In India, COVID-19 patients endure excruciating waits for hospital beds, with desperate family members forcibly removing patients from hospitals and relocating them to makeshift pandemic facilities in search of relief.

For employers, it is an increasingly prudent choice to screen their staff, thereby mitigating the risk of introducing the coronavirus into their households.
